CHARLES R. BRISTOL, P.E., DEE

Background Summary

Mr. Bristol is a private consultant specializing in engineering management services to municipal projects. With over 28 years of experience in all aspects of environmental engineering and related information management technologies, Mr. Bristol provides strategic planning and implementation services for large-scale master planning projects for both engineering and information management. 

Relevant Experience

Team Leader, Detroit Water and Sewerage Department, Michigan. As the Information Management Team Leader for two comprehensive master plans – water and wastewater – for the Detroit Water and Sewerage Department, Mr. Bristol designed, organized and implemented a centralized data warehouse to support the mapping, modeling and master planning technical teams.  

Technical Manager, Wayne County Department of Airports, Detroit Metropolitan Airport. As Technical Manager for information management planning being taken at the airport to implement a enterprise wide system, Mr. Bristol was responsible for all tasks that included analysis of existing datasets; analysis of commercial off the shelf software applicability; and the initial development of a prototype application. He also was responsible for the completion of the Implementation Plan that will be a guide for conducting future projects. As part of the project, Mr. Bristol developed a series of presentations for the airport and the county on the planning and implementation process.

Technical Manager, Rouge River National Wet Weather Demonstration Project, Department of the Environment, Wayne County, Michigan. As the Technical Manager, Mr. Bristol was responsible for the integration of over 60 work plans into two program management projects totaling $42 million. These work plans covered GIS and information management; urban watershed modeling; nonpoint source management; in-stream monitoring; public involvement; value engineering; and project management.  As part of his duties, he established project work plans, budgets and schedules with monthly reporting procedures.

Project Manager – Various Master Planning Projects. As the project manger, Mr. Bristol was responsible for the design and implementation of several utility master planning projects over the last 25 years. These included the following:

·         Water Master Plan, City of Livonia, Michigan

·         Water Master Plan, City of Farmington Hills, Michigan

·         Sewer Facilities Plan, Fairfax County, Virginia

·         Sewer System Planning, WSSC, Hyattsville, Maryland

·         Stormwater Planning, City of Virginia Beach, Virginia

·         Water and Sewer Master Plan, Stafford County, Virginia

Southeast Michigan Knowledge – In addition to the projects listed above, Mr. Bristol has been actively involved in municipal planning throughout southeast Michigan. He has working knowledge of the water, sewer and stormwater environments plus the information management and GIS technologies in use at
